PRACTICE AND ISSUES IN ECONOMIC ANALYSIS (WITH DISCUSSION)

This paper was prepared for the April 1996 Benefits Analysis Workshop, conducted by the Transportation Research Board at the request of the Federal Aviation Administration (FAA). It reviews the range of benefit categories identified in an October 1995 scoping session and suggests certain revisions. It also examines major issues concerning benefit valuation and offers some sense of the priorities for further research. Before addressing these matters, some general points about the economic analysis of benefits are explained. Following the paper, is a discussion by two workshop participants. Mr. Lee's comments focus on issues of equity and how to incorporate them in benefit-cost analysis. Mr. Kraft concentrates on three dimensions of benefit-cost analysis methodology: categories of benefits, valuation of benefits, and analysis of benefits.
