TIRE RECAP PROGRAM

This paper reviews the reasons for a tire recap program and points out the benefits of such a program to the North Carolina Department of Transportation (NCDOT). Reasons for tire recap programs include reduced cost of fleet operation, conservation of natural resources and accommodation of environmental concerns. The benefits to NCDOT include cost savings (a recapped tire costs 50 to 70% less than a new tire), longer tread life than that experienced with new tires, and savings due to deferred disposal. Safety considerations for recaps are equal to or greater than for new tires. This paper also provides advice on maximizing a tire recap program's effectiveness, seeking the best recap supplier, and keeping up with the state of the art in recapping. NCDOT's recap process is outlined and the significant and growing financial benefits of the program are discussed. It is concluded that the NCDOT tire recapping program has been a resounding success story. A specific tire maintenance program, that includes heavy dependence on recapping, is recommended to all large fleet owners.
