CHINA'S URBAN TRANSPORT DEVELOPMENT STRATEGY: PROCEEDINGS OF A SYMPOSIUM IN BEIJING, NOVEMBER 8-10, 1995. THEME PAPER 3: MUNICIPAL TRANSPORT MANAGEMENT: A DOMESTIC VIEW
With the second largest urban population in the world and a rapid increase in vehicle ownership, it is important for China to establish an urban transport management system. This paper briefly describes existing arrangements for urban transport management in China, assesses the role of government and considers reforms. The current organisation is a product of the planned economy with control by central government at the macro level and management locally by municipal governments. Details are given of a) road construction and financing, b) legislation, c) pricing policies for freight and passenger transport, d) public transport policy and e) urban road policy. Suggestions are made for the reform of urban transport management in particular a simplification of the administrative system. For the covering abstract see IRRD 890936.
