THE INFLUENCE OF LAND USE PLANNING ON TRAFFIC AND TRANSPORT: SCENARIO STUDIES COMPARED

In this article the following Dutch scenario studies into the influence of land use planning on traffic and transport are reviewed: (1) 'Strategic Randstad study'; (2) an EROMOBIL (Effects of Spatial Planning and Mobility) working group study; (3) 'Variants of environmental structure'; and (4) 'Model test of the Randstad perception'. It appears that the potential influence of land use planning alternatives on the traffic and transport of persons is large. The differences in car use between scenarios can be more than twenty percent. The differences in mobility between these alternatives are mainly caused by the extent to which there is a balance between working and living in regions. The alternatives which result in the lowest car use level differ greatly from the situation that will result from the Dutch policy of the past 20 years. A strong governmental policy is required to reach a land use situation that will result in a relatively low car use level. Most scenario studies only use `traditional' indicators to compare scenarios, such as car kilometrage and public transport passenger kilometrage. It also appears that further urbanisation of the so-called Dutch 'Green Heart' can be beneficial from a transport point of view. See also IRRD 847985 and 874632.
