THE ROLE OF TRANSPORTATION IN SHAPING A LIVABLE FUTURE FOR DELAWARE: CONSTRAINTS, SOLUTIONS, AND NEXT STEPS

Delaware's infrastructure is straining to keep pace with the demands of a growing economy. However, since the State is so small, expensive major transportation infrastructure projects are difficult to fund. In Delaware, a one cent increase in the gas tax will raise about four million dollars. With this limited revenue generating potential, the State is restricted in the number of large capacity expansion projects that can be accomplished. Funding is the first of several constraints that limit the ability to satisfy transportation problems with big road solutions. Another constraint, reduced land availability, precludes the option to build "bypasses for bypasses" that have flooded with development and converted from expressways to urban arterials. Third, environmental constraints of air quality, wetland protection, and other resource conservation require less impactive transportation solutions. The fourth major constraint is the frequent unwillingness of the public to support large roadway construction projects.
