MELBOURNE'S LINK TO ETC: 600,000 TAGS FOR FREE FLOW BY 1999

The 22km long Melbourne City Link (MCL) will link three motorways through the central area of the Australian city of Melbourne. It will include two tunnels and an elevated section, and have six tolling points. This new toll road is due to open in April 1999, and its tolling will be completely electronic, free-flow, and multilane. Tags will be distributed free of charge to over 600,000 frequent use account holders before the road is opened. Very high performance levels are sought: (1) 99.99% for tolling gantry communication with a tagged vehicle; (2) 99% for recognising a vehicle without a tag; (3) 97% for classifying a vehicle correctly; (4) 99% for acquiring a vehicle image; (5) 99.9% for correlating a vehicle correctly with its image; and (6) 80% for extracting a number correctly from a number-plate image. The 13 gantries will carry communications transceivers, twin video cameras for detection and classification, and digital video cameras with infrared lighting devices for enforcement. The electronic toll collection (ETC) system will be part of a broader electronic toll and traffic management (ETTM) system, which will have a fibre optics telecommunications network, a central toll processing system, and a traffic management system.
