ON-STREET PARKING - AN OPPORTUNITY FOR PRIVATE FINANCE?
This paper presents a summary of recent changes to parking legislation in the UK and comments upon the increasing use of contractors to undertake local government activities including financing of new construction. The paper goes on to present a case study where these two strands will be brought together. Buckinghamshire County Council will shortly be implementing a new parking scheme in High Wycombe, within the context of the 1991 Road Traffic Act, allowing local authorities to take over parking enforcement from the police. The paper describes how this scheme is to be implemented under a "fund, build, operate" contract with the operator taking all financial risks. For the covering abstract, see IRRD 890379.
