REFORM AND MODERNIZATION OF THE RUSSIAN ROAD MANAGEMENT SYSTEM

The low levels of road budgets compared to the stringent requirements for funds for the Russian road network indicate the need for road administrations to improve their management efficiency and effectiveness. Administration of Russia's 500,000 km public road network involves a complex organisational structure composed of entities at the federal, regional and local levels of government. Since 1993, the Russian Ministry of Transport and particularly its Federal Highway Department have been carrying out a reform. The program is aimed at separating the administrative functions of road authorities from the execution of road works. Under this reform, governmental entities with road construction capabilities are being transformed into independent contractors. Important objectives of these changes are increased management effectiveness and efficiency. These goals are especially important given the heavy backlog of road works and difficulty of obtaining sufficient funds for such works. This paper reviews Russian road management at federal, regional and local levels, explores current road problems and proposes possible solutions to those problems. It is of interest for all those concerned with organisational changes in the former Soviet Union countries currently under transition. The lessons learned in Russia can be of use to facilitate the reform of the highway sub-sector, a significant component of a country's economy. For the covering abstract, see IRRD 890379.
