ROAD FINANCING SYSTEMS: A CROSS-COUNTRY COMPARISON OF TYPICAL ISSUES AND GOOD PRACTICES

Financing of roads is an issue at the cutting edge of the fields of road transport, finance, and government reform. While there are several recent studies on the road financing system of individual countries, the technical literature lacks an updated cross country comparison of the road financing systems in some selected countries. This paper addresses three specific issues: (i) the importance of highway funding for a country's economy; (ii) the determination of the main sources of revenues; and (iii) the balance between road earnings and road expenditures. As to the main sources of revenues, the paper gives the "best available practices" found in some selected countries. A cross-country comparison of road expenditures is also carried out for 36 countries. For the covering abstract, see IRRD 890379.
