POLICY VISION ON MOBILITY AND BEHAVIOUR

Increasing traffic causes problems. Main ports and economic centres become unreachable, and the liveability of the environment is at stake. The conventional approach, building more roads, will not work any more. Therefore, a change has to be accomplished: the growth of car traffic has to diminish and the present infrastructure has to be used better. However, solving the problems of reachability and diminishing mobility growth appears to be very difficult. Influencing behaviour is necessary, and therefore the behavioural sciences have to be incorporated into the policymaking of the government. Various measures taken in the past to influence citizens proved to be ineffective or even counterproductive. And often opposition and resistance appears, leading to unwanted side effects. For a policy with its measures to be effective it is necessary to gain insight into behavioural motives. Behavioural sciences must have an impact on each level of policymaking: the problem definition, the target group, the measures end the desired effects.
