RESULTS FROM SHRP STRATEGIC HIGHWAY RESEARCH PROGRAM

Today there are almost 6.2m roads and streets in USA. Federal Government owns 4.6% of this, States 20.6%, counties and cities the rest. The role of States is to design and construct highway improvements and Federal role to approve work using Federal funds. National Highway System (NHS)covers 40% of all highway travel and includes urban and rural arterials, the interstate system and the strategic defence network. Federal funds are allocated for NHS, Interstate construction and maintenance, bridge replacement and rehabilitation, etc programs. The Surface Transportation Program (STP) is the largest intermodal program. Another is the Congestion Mitigation and Air Quality Improvement Program. Supportive programs include Highway Safety, State Planning and Research, Metropolitan Planning, International Outreach, Local Transportation Assistance, Motor Carrier & Research programs. Eligible users of STP funds are highway construction, engineering, transportation enhancements, right-of-way acquisitions, safety construction, transit capital and operation, wetlands, traffic management, relocation assistance and relocation of utilities. Federal funds are made available to States in a staged process, number of stages depending on whether programs operate under appropriated budget authority or contract authority. The stages are (1) Authorisation; (2) Appropriations; (3) Distribution; (4) Obligation; and (5) Liquidating Cash. To fully participate in the Federal aided highway program, State and local governments must ensure that Federal regulations are observed. For the covering abstract of the conference see IRRD 890911.
