Despite the fitting of catalytic converters to all vehicles, air in Southern California has not improved. Strong action must be taken before 2000 to reduce emissions. In 1990, US imported 42% oil against 27% in 1985, and the trend continues. The Clean Air Act of 1970 lead to the introduction of catalytic converters. Honda, Mazda and Volvo were the first which met the Act's requirements in 1973. For national industrial policy reasons, however, in 1973 EPA postponed implementation of 1970 Act by one year. For energy policy reasons, Congress granted a further 1 year postponement in 1974. EPA again postponed it by one year in 1975. In 1977 California implemented the ACT, and Japanese and Volvo cars were very successful. Catalytic converters were improved and became the best solution. A new Clean Air Act was introduced in 1990, requiring 40% cut in HC and 60% cut in NOx, from 1996 models onwards. Intensive work is in progress to develop NOx, catalytic converters. In view of experiences with converters, what is future of the electric vehicle? California must solve its air pollution problem. This augurs well for the electric vehicle.
