MINNESOTA'S ORION - EMERGING REGIONAL ARCHITECTURE FOR MINNESOTA'S ATIS INFRASTRUCTURE
This paper presents an overview of ATIS systems and their benefits, describes the interests of Minnesota's public sector, suggests issues relevant to the deployment of ATIS, and presents the Orion Project's current architecture for regional traveler information dissemination. A number of high level goals are shaping the Orion ATIS component. Some of these goals address issues of national relevance, and some are unique to the Twin Cities metropolitan area deployment. The Twin Cities is fortunate in having strong, existing systems whose gradual implementation started in the early 1970s. These include various data collection systems including CCTV cameras, Autoscope cameras and loop detectors along freeways and some arterials, whose outputs feed to the Traffic Management Center. A challenge to be faced by Orion is how best to incorporate these systems, both technically and organizationally, into an enhanced, large-scale ITS infrastructure involving many new types of systems. Not least among the issues to be tackled is balancing the interests of those agencies that traditionally have been responsible for operating these systems and the interests of new, usually private, agencies interested in providing a competitive and financially sustainable service. Creating a mechanism to manage the emerging competitive environment for provision of ATIS services will be a significant achievement of the Orion Project.
