WHAT INTEROPERABILITY MEANS FOR PROVISION OF INTELLIGENT TRANSPORTATION SERVICES (ITS) ON MOTORWAYS

Based on the results obtained from several European projects and actions such as TELTEN, DEFI and CARD-ME and more particularly on the experience of the members of ASECAP, the authors try to clarify views about continuity of services, interoperability of organization/systems and compatibility of systems/components. They propose a coherent approach of interoperability in 3 levels (contractual, procedural, and technical) to be valid for traffic management, drivers services and fee collection. The introduction of computer science and telecommunication technologies applied to transport helps develop an offer of services which are peripheral to the basic service of mobility. The user will only be interested in these services if he can use them everywhere and at any time (continuity of service) and with no particular effort (transparency). The variety and interdependence of the actors who will contribute to the elaboration of services require an approach which allows each actor to keep control over his actions (subsidiary) while setting his competencies at the whole's disposal (interoperability). Therefore the authors propose to develop a concept of cooperative interoperability (opposite to integrative interoperability) in which continuity of services can be provided through agreements (contractual interoperability) between independent operators having common rules to exchange information (procedural interoperability) and using tools based on European standards (technical interoperability).
