AN APPROACH TO INTELLIGENT TRANSPORTATION SYSTEMS (ITS) IN THE LOCAL REGION
Kochi Prefecture is confronted with such problems as advancing age, less children and decreasing population which are specific to rural areas. It may be said that problems of Japan in the 21st century are symbolically actualized in advance in Kochi prefecture at present. To solve these problems, systemization for regional information communication aimed at activation of regional society and improvement of regional life is being promoted. A study on regional information communication in the field of ITS is one of such activities. Regional information communication has been under study by making use of the road traffic information infrastructure and service development in the field of ITS. In other words, the ITS is used as a means for solving chronic traffic congestion giving rise to social and economic problems in urban areas; but, in rural areas, the ITS has been studied not only as a means for smoothing traffic but as a more general means for regional activation. Naturally, the population of regional inhabitants is smaller than in cities so the cost performance in terms of implementation of information infrastructure is poorer. The authors, however, consider it as the regional ITS in its true sense because it will be effective in regional activation. A field experiment for new business incubation is planned under the leadership of the Kochi Prefecture government by using the ITS with information plazas as bases for information. The planned contents cover mainly the tasks carried over from the experiment in '95. This report studies the "interface between the information providing (IP) equipment at information plazas and in-vehicle equipment" and "uses of information plazas as bases for regional information communication" among such problems, and explains the outline of a field experiment for verification of such studies.
