PUBLIC/PRIVATE PARTNERSHIPS FOR PROMOTING ITS IN ROMANIA: THE CHALLENGE OF TRANSITION

A new vision of the vast potential of Intelligent Vehicle Road System (IVRS) for Romania's infrastructure is emerging. A primary difficulty in moving the nation as a whole and its infrastructure system forward is its lack of experience with innovative arrangements and partnerships with the private sector. Drawing on experiences gained through partnership formation in the United States, the authors postulated and evaluated possible strategies for Romania. The first step is to establish a framework for determining when partnership is appropriate. Using this as a framework, the authors then explore the requirements of private sector partners. Finally, they evaluate public sector expectations using a process model which aptly describes the partnership model for IVRS in the United States. In summary, potential partners must know three things: what areas are appropriate for partnering, who you are partnering with and how to accomplish it. Tested approaches and best practices are presented in each of these categories. When carefully adapted to Romania, they offer powerful tools to achieve the IVRS vision. These tools can reduce the time horizons, expand the reach, and increase the quality of the transportation infrastructure. The result will be a national road network that provides increased mobility for the traveling public and the sound infrastructure requisite for economic vitality.
