DEPLOYING DYNAMIC SIGNS ON THE TRANS EUROPEAN ROAD NETWORK MAXIMIZING BENEFITS WITHIN A VARIED ENVIRONMENT

The Trans European Road Network (TERN) is one of the most important public assets. It is quite appropriate that considerable effort should be made to optimize its use. One such effort is the deployment of effective and consistent dynamic signing systems. The TROPIC project has been set up to coordinate variable message signs (VMS) applications development and achieve consistent deploymnent in a varied environment. The development areas include: strategies for automated sign setting; message set optimization; pictogram development; test message coordination; operational procedures; and legal issues and system integrity. This paper will report on the issues raised, and the research that has been collated by the TROPIC project from many member states, and the committment and approach of the project to VMS deployment. It will consider the influence of institutional factors and the effect of national standards and experience to date. Problems solved in the European environment with its diversity of language, terrain, economic conditions and even weather conditions will advance the subject world wide.
