EVALUATION OF THE SPEED ENFORCEMENT ON 80 KM/H ROADS AND HIGHWAYS IN THE DUTCH PROVINCES OF FRIESLAND, OVERIJSSEL AND FLEVOLAND. A COVER REPORT

In 1994, speed campaigns were conducted on provincial road networks in the Dutch provinces of Friesland, Overijssel, and Flevoland. These campaigns were evaluated and reported. This report deals with: (1) the survey results. It appears that these results among car drivers in Flevoland are somewhat different from the Friesland and Overijssel results; (2) the enforcement frequency and speed; and (3) with an accident evaluation. The number of accidents in the three provinces were compared with the number from previous periods and with the number in the other nine provinces in the Netherlands. The accident evaluation in the three provinces shows no similar results. In addition, a calculation is given regarding the minimum required enforcement frequency to achieve a compliance level of 80-85%, based on the survey results. The question is posed whether it is advisable to adapt the national speed objective - maximum 10% speeders in 2000 - taking into account the speed margins used by the police.
