PARKING PERSPECTIVES. A SOURCEBOOK FOR THE DEVELOPMENT OF PARKING POLICY

This study has been conducted as part of the Rees Jeffreys Road Fund's "Static Transport" initiative, with funding from the University of Westminster. The first part of the study examines patterns of parking activity, at both the home and non-home end of the car trip, and the role of public attitudes and behaviour in determining the way in which parking demand interacts with supply. Although the average car spends over 95% of its time parked, there is relatively little material published on parking activity in the United Kingdom, and original analyses of national and London data are reported. The second part of the study explores the way in which parking policy is currently formulated and implemented, both in general terms and in relation to the application of parking standards and the enforcement of parking regulations. The third part considers the provision and management of on and off-street parking space, and identifies principles of good design.
