INTERCITY PASSENGER RAIL: AMTRAK'S FINANCIAL CRISIS THREATENS CONTINUED VIABILITY. TESTIMONY
This is the statement of Phyllis F. Scheinberg, Associate Director, Transportation Issues, Resources, Community, and Economic Development Division, General Accounting Office (GAO), before the Committee on Finance, U.S. Senate, on Amtrak and the future of intercity passenger rail in the United States. The testimony presents preliminary information from GAO's ongoing work looking at Amtrak's progress in freeing itself from federal operating subsidies and achieving operating self-sufficiency. An update is presented of GAO reports on Amtrak's financial condition and progress toward self-sufficiency; comments are made on Amtrak's need for, and use of, capital funds; and some of the factors that will play a role in Amtrak's future viability are discussed.
