THE ICONN PROJECT A PROPOSAL TO MODERNIZE NEW YORK'S WATERWAYS & PORTS
This paper outlines a project proposal, termed the Island Complex Offshore New York-New Jersey (ICONN), which will give New York State the full benefit of bulk shipments of major commodities through the modernization of our canal and port facilities. This modernization--a major undertaking--will create a large number of productive jobs now and produce significant cost savings in terms of energy and on a broad range of goods which will be available throughout the state over the long term. The project involves an integrated system the ICONN-Erie Canal System, reuniting the Great Lakes with the Port of New York. Its two components include the inland waterway right-of-way of the Erie canal and modern terminal facilities and expanded Port of New York.
