SYSTEM DESIGN REPORT FOR THE NATIONAL DRIVER REGISTER DESIGN STUDY

The study provides the system design and detailed specifications for the development and integration of software, hardware and procedural components of a rapid response capability for the National Driver Register. The first section of the report discusses design objectives, presents the overall system concept, and highlights key areas for further consideration. Section 2 describes the functioning of the system in considerably greater detail and provides specifications for software development and data base creation. Section 2 as presented is the system specification, with sufficient detail and supporting data in a suitable format for inclusion in a system implementation procurement document. Section 3 provides a plan for implementing the system, indicating milestones for accomplishment of key tasks while Section 4 provides a description of the planning to be addressed for testing and evaluating the developed system. Section 5 presents an analysis and projection of the costs for development and operation of a Rapid Response System.
