A MANUAL FOR PLANNING AND IMPLEMENTATION PRIORITY TECHNIQUES FOR HIGH OCCUPANCY VEHICLES: PROGRAM MANAGER REPORT

The Program Manager Report is designed to advise the senior management persons who would lead project implementation of a priority treatment project. The document is intended for practical use by local and state governments. Since local circumstances vary significantly, there is no attempt to recommend a specific approach to project implementation. A diverse group of local officials helped to evaluate the extensive body of experience for its general applicability, and to document the techniques for transfer to other jurisdictions.
