THE CHESAPEAKE BAY AND THE PORT OF BALTIMORE: IT IS TIME TO MANAGE THE BAY AS A TOTAL UNIT AND THEREBY GUARANTEE THE PORT'S EXISTENCE. VOLUME I, NUMBER 2 - BACKGROUND

The Chesapeake Bay and the Port of Baltimore are the largest single economic and ecological assets of the citizens of Maryland. There is not now a single entity which will allow adequate management of these assets. The state legislature should determine the public interest in the Bay and recommend to the 1978 session of the General Assembly of Maryland an institution to manage the Bay. A temporary Chesapeake Bay Consolidation Commission is recommended to accomplish this. The future of the Port of Baltimore cannot be determined until a decision is made to manage the Bay. The report presents the findings and recommendations for this goal.
