IMPACT ASSESSMENT GUIDELINES: THE ROLE OF THE NO-BUILD ALTERNATIVE IN THE EVALUATION OF TRANSPORTATION PROJECTS

This review which recommends the use of the benchmark alternative to facilitate plan evaluation, defines alternatives, and addresses the need for more informed and rigorous use of the techniques available for impact assessment. The need for comparison and evaluation of alternatives is also discussed. The legal requirements to assess the no-build option is reviewed, and the point in the transportation planning process where the no-build alternative should be used is discussed. Social, economic, environmental impacts which may occur at the regional-scale, corridor scale and local level, and four sets of conditions (existing and future) for which impacts should be examined are detailed. Techniques are recommended for forecasting socio-economic and transportation factors. Four technical appendices to the guidelines are included.
