LIMITS ON THE AXLE LOAD OF VEHICLES FOR THE PROTECTION OF ROADS: AN EXPLANATION OF THE REASONS FOR THE INTRODUCTION OF LIMITS ON THE AXLE LOADS OF VEHICLES

This report is designed to inform the public as to the reasons for, and motives behind, the introduction of maximum permissible axleload limits. The South African Road Traffic Regulations were designed to maintain a balance between road building costs and transport economy. In addition, the regulations stipulated maximum axle load units to protect roads from cracking and failing. The following topic headings are discussed: Road costs; the need for rules and regulations; road failure; the effect of moving wheel load; relative damage; axle load distribution; and, law enforcement.
