POST LICENSING CONTROL REPORTING AND EVALUATION SYSTEM: NEGLIGENT OPERATOR, PROGRAM COSTS, AND EFFECTIVENESS. PERIODIC STATUS REPORT 2
The Post Licensing Control Reporting and Evaluation System (PLCRES) provides a continually updated series of reports on the costs and traffic safety impacts of the four negligent operator treatments; W/L (Warning Letter), GEM (Group Educational Meeting), I/H (Individual Hearing), and P.V (Probation Violator Hearing). Although the level of accident reduction due to the W/L treatment was small, it is so inexpensive that it appears to be highly cost-effective. The estimated effect size of the GEM has approximately doubled in magnitude since the previous report. The estimated effect size of the I/H in terms of accidents saved per 1,000 drivers, is relatively large. This treatment however, is relatively costly to administer. Although the accident reduction due to the P/V hearing was significant, it was still lower than either the GEM or I/H. Tabulated data is given showing the estimated number of accidents prevented for the past quarter, and a cost-benefit analysis for each of the four negligent operator treatments, and all programs combined.
