ROADS AND CARS : PLANNING FOR GREATER SAFETY

Traffic safety arises from attention to three major components of the system : the people who use it, the vehicles, and the environment. Experience to date shows that, at least in the short term, it is easier and more effective to seek improvements in vehicle and environmental design than it is to bring about changes in human behaviour. Vehicle and environmental design and management can be controlled with two outcomes in mind : one, limitation of the rate at which crashes occur; and the other, limitation of the effects of these crashes. Particularly successful in recent years have been environmental changes to cut crash rates, and vehicular changes to ameliorate the effects of crash forces. /Author/TRRL/
