BENEFIT-COST-CONSIDERATIONS FOR DETERMINING PRIORITIES IN AUTOMOBILE SAFETY MEASURES
The applicability of benefit-cost-analyses to the evaluation of traffic safety measures usually is taken for granted. However, a critical study of the literature and the experience gained by Volkswagen during their work on Phase 1 of the research safety vehicle program has shown that the practical application of benefit-cost-analyses poses significant problems. These problems have been shown and a method was established to overcome the difficulties. The experiences with applications of revised benefit-cost techniques revealed their usefulness as a tool in determining priorities in safety standards. The most significant result was the relative stability of the ranking order with respect to variances of the basic statistical input data or of the societal cost figures. The sensitivity analysis permits the quantification of the effect of input data uncertainties. It thus provides a basis for decisions on automobile safety standards. /Author/TRRL/
