TRANSPORTATION FACILITIES' ECONOMIC AND LAND USE IMPACTS OF FARMLAND ENVIRONMENT AND SOME TOOLS FOR OPTIMALITY OF FARMLAND WITH OTHER RESOURCE SECTIONS

The paper notes the growing concern over the use of farmland for other purposes, as evidenced by a recent Council on Environmental Quality (CEQ) memorandum. This memorandum formulated "...guidelines to Federal agencies on how to carry out the evaluation of major actions on prime and unique farmland in...environmental impact statements." There follows a discussion and evaluation of selected economic impacts and resultant land use changes specifically effected by transportation facilities on the farmland environment. The paper concludes with a discussion and citation of some existing policies, laws, and regulations particularly regarding transportation facilities for better rationalizing the interface of farmlands with other resource sectors to obtain as optimal a balance as possible, nationwide, between farmlands and other resource sections. /Author/
