AN APPROACH FOR SELECTING TRAFFIC CONTROL SYSTEMS

This report was prepared to assist practicing traffic engineers in selecting a traffic control system for their jurisdiction. It was developed as part of NCHRP Project No. 3-18(3), entitled "Signal System Evaluation Methodology." This report presents a procedure for determining the requirements a signal system should meet for a given jurisdiction; methods for configuring alternatives which should be considered; procedures for costing alternatives; techniques for assessing the performance of alterntives; a utility/cost evaluation process; and the budgeting, scheduling, and documentation which should be considered. The procedure emphasizes system evaluation as related to observable traffic conditions--specifically how to assess a jurisdiction's needs. The evaluation procedure is applicable to both small and large systems, however, the base orientation is toward an areawide analysis of a moderately sized system. Selected aspects of the analytical process, such as developing jurisdiction-specific requirements, estimating costs, and determining the relative performance of alternatives are covered in detail in supporring appendices. The results of the survey undertaken at the beginning of the project are also presented, in summary form, in an appendix. /Author/
