DEVELOPMENT OF A CONCEPT FOR PLANNING AND DESIGNING IN ROAD BUILDING WITH THE USE OF DATA-PROCESSING EQUIPMENT AND THE PREPARATION OF A REALIZATION PLAN

The current method of operation in planning and designing in road building has, made use of data processing for at least a decade, but is still strongly characterized by the manual processes used proviously. Furthermore, the new and difficult problems thrown up by economic and political developments can be treated only in an unsatisfactory manner. The present study deals with two complexes: Development of the concept of an "Information and calculation system for road design". This concept provides the basic outlines for planning and designing which is oriented at the possibilities of improved data-processing techniques on the one hand and at the changed technical requirements on the other hand. The complicated relationships between manual, semi-automatic, and automatic processes and the flow of information within the individual processes and among them is shown and explained in verbal form and in a comprehensive graphical representation (scheme of the planning and designing). Establishment of a plan for the realization of the concept. The realization plan contains the subjects for research and development derived from the concept. For the first stage (up to the end of 1977) and for the second stage (up to the end of 1980), specific projects have already been formulated, arranged in time (time diagram), estimated financially (man-months), and assigned to a responsible office (working group of the administration or researchand development institute). The realization plan serves fundamentally as orientation, for a selected, coordinated, and controlled research and development activity in the use of data processing in planning and designing in road building. /Author/
