RELIABILITY AND SAFETY OF LNG SHIPPING: LESSONS FROM EXPERIENCE

This review of the available LNG shipping experience from over 2700 cargoes, successfully unloaded in European harbors since 1964, in U.S. harbors since 1968, and in Japanese harbors since 1969, concentrates on the reliability and safety aspects. The record of the upstream and downstream components--liquefaction/loading ports and recieving terminals, respectively--of the LNG transfer system is also summarized. The factors contributing to this successful record (with allowance for breaking-in periods of new containment techniques, which did not affect safety) are analzyed for the vessel itself and within the context of external events and ship-shore interface operations. Shipping contractual arrangements and some citizen participation procedures in France and Japan are also discussed.
