ALTERNATIVE MEASUREMENTS OF THE TYPES OF VESSELS CALLING IN BRITISH PORTS IN RELATION TO PORT CHARGES

The dues on vessels in British ports are estimated to amount to approximately 54 million pounds per annum, for use of the basic services and facilities of harbours, docks, lights, pilotage, towage and dry-docks, which are provided by public or private port organizations. About 45.6 million pounds is received by organizations with statutory powers and duties for the provision of harbour and/or light facilities or pilotage services; for the former authorities these vessel dues amount to nearly one half of their total revenues from dues, and over one-fifth of the aggregate revenue; for the general light house and pilotage authorities they represent their total revenues from all sources. About 35 million pounds of this revenue from ships dues is collected on scales based upon n.r.t. either solely or in combination with other factors such as origin of vessel, section of the port, purpose of call, draught, etc. Of the 11 large port authorities listed for further nationalization in the Ports Bill 1970, on the one hand the Milford Haven Conservancy Board performs conservancy functions only in a harbour area, while Manchester Ship Canal Company provides a wide range of enclosed docks wharves and other services, such as towage, pilotage, etc., as well as cargo handling. The relative importance of a change in dues on ships varies widely between the larger port authorities because of this difference in function. Furthermore, while the 11 port authorities over all collect approximately equal revenues from ships dues and from goods dues, at two large ports the ratio is very divergent (3 to 1 at Southampton, and 1 to 4 at Manchester).
