PROPULSION PLANT STANDARDS
An assessment is made of the technical feasibility, economic benefits and drawbacks of the development and implementation of propulsion plant standards as applied to commercial shipbuilding in the United States. Five types of standards are presented based upon performance, physical characteristics, dimensions, packaging and software. These standards are also subdivided into different levels dependent upon the relative portion of the propulsion plant which is packaged. For example, there may be standards for the entire plant, an entire subsystem, like equipment grouped together, individual equipment or components. Typical propulsion plant systems and equipment components are examined. Those system or equipment elemental parameters suitable for inclusion in a standards development program are identified. Economic evaluation are performed for selected standard candidates to determine the relative merit of the potential standards as applied to propulsion plants projected to be contracted to United States Shipyards during the next decade. Criteria in addition to cost savings and technical feasibility considered for standards candidate selection include industry acceptance. The factors influencing standards utilization in the shipbuilding industry is presented and a plan of action recommended which could reduce the direct costs of ship building in the United States by as much as 5%. Additional benefits (and indirect cost savings) can result from a decrease of the scheduled construction time to build a ship.
