DESIGN PHILOSOPHY AND STATISTICAL METHODS
The provision of low cost roads requires careful evaluation of the relationship between construction and maintenance costs. This in turn necessitates appraisal of the nature of the design codes and especially their component elements. The utility of various current and new design elements, including density, grading, plasticity, bearing value, elastic modulus and other criteria is critically examined to determine their value for future codes of practice. An account is given of some new methods which may offer greater economy and better performance design. Based on bayesian decision theory, these methods permit the field survey data to be upgraded by a predictable, controlled application of existing engineering experience. Ideally, they might be coupled with commercial insurance principles, and such objectives seem now to be within the scope of realization. /TRRL/
