TOLL FINANCING A SUPPLEMENTAL RESOURCE FOR TRANSPORTATION NEEDS

This study attempts to assess the concept of toll collection as an established source of user fee revenue and as a possible alternative measure in the overall long-term transportation funding debate. The study identifies, to the extent possible, the maintenance expenses and possible improvement costs which would be the obligation of the respective states if the toll projects now nearing retirement, were made toll-free. The feasibility is explored of continuing tolls to pay for continued high-level maintenance and operation of these highways, help support the uncompleted portions of the Interstate System, and other transportation projects. Pertinent information relating to current highway maintenance and capital needs, origin and operation of present toll facilities and the historical development of the highway system was obtained and case studies were made. It is observed that if the toll alternative is not utilized, additional tax funds must surely be required if the transportation infrastructure is to be maintained at its high level of performance.
