PAPERS ON THE FUTURE OF TRAFFIC AND ENVIRONMENTAL MANAGEMENT IN A PERIOD OF SCARCE RESOURCES

The following papers were presented: Traffic Management in a Period of Scarce Research by Madelin,KB in which the changing background to traffic management is set out and some of the implications are discussed. Traffic management and Limited Police Resources by Southgate,JR in which the necessity for the police to aim for self-enforcing measures and to concentrate on achieving a safe and free flow of traffic with a minimum of enforcement is stated and the police approach to specific problems is discussed. The York Case Study - A Review of a Decade of Transport Planning by Proudlove,JA, in which criticisms are discussed of the proposed plan for inner and outer ring roads in York which had been refused approval by the department of the environment; in particular, the conventional techniques used for extrapolation of future traffic are questioned. Bicycle Planning by Wilson,SS in which ways of encouraging greater use of the bicycle are discussed, including the provision of separate lanes or routes, traffic signs, parking and storage facilities, safety and education aspects. /TRRL/
