TEA-21 TO HELP ACCELERATE HIGHWAY DEVELOPMENT
The Transportation Equity Act for the 21st Century (TEA-21) recognizes the time sensitivity of highway project development and planning. Two sections of the Act, Major Investment Study Integration (Sec.1308) and Environmental Streamlining (Sec. 1309), require integration of planning, project development, and agency coordination with the process established by the National Environmental Policy Act of 1970. Results of this integration should substantially reduce the time from project initiation to turning the first shovel of dirt. Procedures similar to those required by TEA-21 are currently being used to accelerate the development of a large highway project in Utah. The Legacy Parkway is a new 17-mi (27-km), four-lane, limited access highway in the Salt Lake City, Utah, metropolitan area, which completed the entire process including the final Environmental Impact Statement in 21 months, saving many months if not years. A sidebar details efforts by the American Road and Transportation Builders Association that contributed to the TEA-21 streamlining.
