ARTBA'S P-PV DIVISION: POISED FOR THE FUTURE
In the late 1980s. the American Road and Transportation Builders Association (ARTBA) recognized the need to find supplemental financing mechanisms as a way of minimizing the difference between the government's direct investment in infrastructure and the needs of the nation. The result was the creation of the Public-Private Ventures (P-PV) division in 1990. The division's membership draws from the Wall Street financial community, the legal community, engineering firms, construction firms, and project management firms. The division faces a turning point in 1998 as the Congress considers innovative financing mechanisms in the transportation reauthorization bill and the economy becomes increasingly global. As the interest in public-private ventures grows nationally, ARTBA is attracting an even greater variety of members to the P-PV division. A sidebar reviews how ARTBA's Annual Public-Private Ventures in Transportation Conference, held October 6-7, 1998, continues to lead the industry.
