COORDINATED EFFORTS AND POSITIVE APPROACH FOR SUCCESSFUL IMPLEMENTATION OF URBAN TRAFFIC IMPROVEMENT SCHEMES

In this paper, the author relates some of his experiences of helping to implement traffic improvement schemes in the Indian town of Chennai. He discusses various stages of this programme of activities, the techniques adopted, the problems and difficulties faced, the methods of addressing them, the outcomes of the activities, and the results of studies. The first step was to identify some active and responsive people from government and private organisations who could participate in the activities. Ten specific problems were chosen, and a workshop was held on traffic engineering and management (TEAM). For each problem area, a study proposal was developed, with carefully determined terms of reference. Alternative traffic management plans were prepared for the study area from a systematic analysis of the data acquired, and a detailed improvement plan was prepared. The paper describes the implementation of the improvements, the commissioning of the project, and various aspects of the after studies, including traffic studies, opinion survey, study report, and study methodology. The communication and involvement at various stages of the activities are also discussed; the immediate improvements obtained made both authorities and the public more aware of the potential of scientific application of TEAM.
