PROGRAMMATIC AND STRATEGIC ENVIRONMENTAL IMPACT ASSESSMENTS. CONCEPTS, DEVELOPMENT, PITFALLS AND POSSIBILITIES
Applications of programmatic environmental assessment (PEIA) must distinguish between generic and geographic actions and actions which have characteristics similar to projects. For comprehensive land use planning it is very difficult to apply the EIA concept. If a decision is made regarding a project without a prior EIA that meets all six criteria for a genuine EIA directly relevant to this project, it must be presumed to be contrary to the philosophy behind EIA. In analysing EIA and PEIA, it is important which frameworks are considered relevant: (1) international and EU legal; (2) scientific; (3) sociological; or (4) environment policy framework. The study analyses to what extent EIA can be made before decisions are arrived at. In some Nordic countries, EIA concept as understood worldwide is rejected. This is not surprising since it conflicts with former decision making structures. Land use planning techniques must be adapted to modern environmental and natural resource awareness. Techniques are needed for assessment of indirect and cumulative impact. Much that is now done in at least some Nordic countries is against new approaches which question rationale of step-by-step decisions.
