AN OVERVIEW OF USER PAY OPTIONS AND APPLICATIONS
This paper was presented at the "User pay : transportation funding issues for the millennium" workshop. These proceedings are available on CD-ROM. This paper presents an overview of user pay in transportation, in Canada and internationally. Recent estimates of full transportation costs in Canada are presented along with a brief outline of current and planned user pay applications by mode. Key user pay issues are discussed, including financial, socio-economic and environmental viability. Recent opinions by key stakeholders in Canada are also summarized, based on the 1995 TAC Symposium on User Pay. For the covering abstract of this conference see IRRD number 490056.(A)
