WATERWAY USER-CHARGES: AN ECONOMIC AND POLITICAL DILEMMA
This article examines the historical background of toll-free waterways, then the basic arguments pro and con waterway user-charges are noted. It concludes by noting the findings of an 800 person survey dealing with the imposition of waterway user-charges.
