TURKEY EMERGES AS THE GIANT MARKET OF THE 21ST CENTURY

Turkey's average annual growth of 5% in the past 10 years and annual population increase of 2.5% have led to a huge increase in the public sector investment program. A total of 5,556 projects are in the 1998 public sector investment program, with an estimated cost of US$225 billion. An analysis of 1998's public sector projects in the fields of transport, water, gas, and tourism, the most significant branches of infrastructure development, points to a quick shift to private sector development. In the 1980s, Turkey carried out numerous motorway construction projects by resorting to Euroloans. Thanks to experience and knowledge gained through these projects, Turkish contractors are now winning major bids for motorway construction in foreign markets, particularly in the largely underexploited Balkans and Central Asia. Apart from motorways, the State Highways Authority is also involved in a US$694-million project to rehabilitate state and provincial highways and a US$420-million project to improve the highway network and traffic safety nationwide. Another important bundle of investment in the transport sector comprises light and heavy rail transport system projects. A number of important projects are also on the book for the railroad sector. Airport projects are being carried out in Antalya and Istanbul. The state-owned pipeline company is executing a number of transport and distribution scemes to diffuse the local consumption of gas.
