DEVELOPMENT OF PAVEMENT MANAGEMENT SYSTEMS FOR PROGRAMMING ROADWAY MAINTENANCE
The paper describes three independent investigations undertaken to develop frameworks for management systems. The agencies involved in the studies were the Washington Division of Highways, King County (Washington) Department of Public Works, and Contra Costa County (California) Department of Public Works. Three management systems were developed, each with a different set of objectives and methodologies. However, the common denominator in each case was desire to develop more systematic and objective procedures for accomplishing maintenance. In the long term probability the most significant development would be the systematic and continuous acquisition of information regarding the performance of pavements and the cost effectiveness of various types of maintenance.
