DETERMINING INVESTMENT PRIORITIES FOR URBAN PAVEMENT IMPROVEMENTS
The paper presents a methodology for establishing investment priorities for urban pavement improvements. Among the points covered are the "management" framework required for determining investment priorities for urban pavement improvements; development of a serviceability performance concept for urban pavements and verification of the concept with a testing program on a variety of urban streets; tentative criteria for determining when improvements are needed; proposed performance prediction methodology for the improvement strategies applicable to urban streets; and proposed network priority programming scheme for urban pavement improvements.
