EMERGING LAW OF THE SEA: THE ECONOMIC ZONE DILEMMA

The concept of the economic zone has its roots in some rather familiar doctrinal soil. Like many other theories of the past, it attempts to accommodate the desires of coastal States to achieve increased competence over adjacent seas for resource management (and other purposes) with the needs of States wishing to keep the seas open for maximum flexible use. This article examines the familiar efforts of the past and evaluates the progress of the economic-zone concept in the current law of the sea negotiations.
