ADMINISTRATIVE ADJUDICATION OF DRIVING - WHILE - INTOXICATED OFFENSES
Recent studies have shown that the enactment of strong laws and the stringent enforcement of those laws by the courts and police have not been empirically proved as effectiveness countermeasures for reducing accidents caused by excessive drinking and driving. A multifaced alcohol countermeasure program is needed to significantly reduce the number of deaths and serious injuries caused by alcohol-related crashes. The problem of drinking and driving can be brough to a manageable level if all of the facilities and services available to states and communities are used. The concept of administrative adjudication, the handling of traffic offenses through an administrative or quasi-judicial approach, has gained widespread attention and is in use in some jurisdictions. The administrative adjudication of first-offense drivers changed with driving while intoxicated would increases the arrests and convictions of drunken drivers. If a driver is repeatedly arrested, the courts will have an indication of the drinking problem and be able to refer the driver to proper treatment or education programs. /Author/
