CONGESTION AND WILLINGNESS TO PAY: A STUDY OF BEACH USE

This paper reports the development and application of a model for estimating the demand for congested recreation sites in densely populated areas. The model is used to estimate benefit functions for a set of Rhode Island beaches. The management strategies for short-run decision-making are demonstrated by comparing optimal beach usage implied by benefit functions, with the standards of beach usage established by the Bureau of Outdoor Recreation and by the State Comprehensive Outdoor Recreation Plans of several states. Insight is provided into the methodology for estimating the effect of congestion, and a technique is suggested which may be used to reexamine standards for beach usage.
